Weekly Puzzler #258: Flat Top Clusters of Tiny Yellow Flowers

Our next puzzler is a small yellow flower that consists of many flat, topped clusters. Like the Paulownia tree it blooms in early spring (in WNC it is blooming right now) but unlike the Paulownia tree it is native to the US and an important source of pollen and nectar for many of our native pollinators. 

Here are some photos. Do you recognize it? Perhaps you, like me, have it growing in your flower garden.
