These birds often issue this loud, repetitive call while on the wing, but as you saw from the video, they will call when they are resting too. This hawk seems to sit at the top of the same tree in the same field and issue this call, over and over. Most days when I am there, this hawk is there too. Blue jays will sometimes mimic this, and other hawks, but usually if you listen carefully, you can tell the difference as the blue jay always sounds just a little bit off.
